There is good change in the transfer of vehicles. System is good but is difficult to uderstand for first time. Lot of agents are roaming around for ur help, but take lot of money. Always ask ID name phone before handing over papers. moreover there is no proper place for parking and for examining vehicles.

It's not easy to make out the procedure. I went there to get a car registration changed from Quetta

It's not easy to make out the procedure. I went there to get a car registration changed from Quetta to Islamabad. The information desk said it's not possible. One of the officials said that it's possible but one needs to get 2 NOCs: one from MRA and the other from Crime Branch of police from Quetta. Even then it would be processed to the DG who may approve it. The official also suggested that ETO Rawalpindi will be able to do it. I went to EGO Rawalpindi who said that it's not possible. There were some facilitators who were willing to do a transfer of ownership change for a fee. The overall procedure of a simple case of registration and transfer within Islamabad seemed sorted out. There's no parking area. Be prepared to park in ditches in the green belt opposite the office.

Excise and Taxation department's one window operation is excellent. long manual lines system is finished. they need to work on document delivery timings. they take too much time. every little thing takes months. secondly they Agent culture need to be finished seriously. they have displayed postures that entry of agents is not allowed but they are always roaming freely and hunting customers.

This place is quite rushy... you dont have a parking here do you have to park your car outside the office building in the side of the road.... you must bring someone along who is experienced in cars registeration or else you will waste a lot of time. If you get to go through an agent then you will have to spend money on it around 2.5k...

My review will be a bit long. So bear with me I hope it will clear some doubts in your mind. I wanted to transfer vehicle ownership to my name and when I read reviews and forum posts then I was confused and thought that the process is very difficult and it is better to find an agent who can transfer it on my name. But on second thought, I should at least give it a try. The process looks difficult but it’s not impossible. First you need biometric verification slip from seller. I got that and I downloaded the forms from the website. The forms are pretty straight forward. You need signature of seller on couple of forms and rest you had to enter your own information. You can get these forms from excise office as well. I am sharing my experience with less than a 1000 cc car. The process for 1000 cc and above cars is a bit different . You can get information from information desk as well. So when you go to excise office you need just properly filled forms, biometric verification slip from seller and original vehicle documents or smart card of vehicle. Go to counter 1 and get signature from inspector. He will check your papers and stamp it and put his signature and return you those papers. Then move to counter 5 or 6. Here they will enter all your data and generate a bank challan form which you have to pay in the national bank branch. The branch is present in the office premises. 1000cc cars had life time token now. If your vehicle token is already paid life time than okay otherwise you have to pay token fee as well. After you deposit the fee at bank. Now you have to submit forms to counter number 2. You have to pay smart card fee here as well. After that you will get a receipt and expected date of smart card. You can check the smart card status on the website as well. Now overall experience was quite good. The reason I am giving five star review is that at least they are trying to make process as easy as possible. I know there are still some issues and I guess these are common in all public sector offices. There are confusions, You can’t get some proper help. Agents are every where and you can see they can get a signature in seconds whereas you have to wait in line. I know it’s frustrating but it takes time to fix all these issues. Staff behavior was really good. Some people had bad experience but mine was quite good. They talked professionally and guided me as well where necessary.

Very simple process, I am impressed. The staff is very helpful and very polite. A lot of agents hanging around outside, you do not need them, do it yourself. You can print the form of the website or get it from the info desk inside. (50rps) Once you have the form, fill it all out and then take your car to get checked. The location for checking your car is before the taxation building, there is a PTCL signboard, drive into there and just que up, a member of staff will check your car and then you need to take the form to the desk there and get it stamped, they will want to see copies of the buyer and sellers CNIC card & the biometric along with the smart card. Once you have done that go back to the excise office and head towards either room 4 or 4a. They will check your papers and sign and stamp it for you. Then go to the main booths and submit your documents, you make payment here and they give you a receipt which you will need to collect your smart card in approx. 14 days. Go early in the morning the whole process will not take you longer then an hour. Also Covid vaccination certificate is a requirement so do attach that with your documents
