Got a chance to visit CTO Office today (2-10-2021) near Rettigan Road for applying of Learner License. Bunch of Staff people were present there but staff didn't respond properly and effectively. Bunch of Female staff people busy in Using Mobile on duty hours. I Said to them, I have to apply for learner license but they refuse to start the procedure while saying that "Internet is not working". I ask them "how much time it will take?". They didn't give proper answer. Who has the responsibility to Provide Internet for these government work? Pathetic..Total Wastage of time.
