Workers have no idea about bank regulations or schedule of charges. I go five different answers to the same question asked to five different bankers at MCB. I did not open an account there because they are confused, and they charge exorbitantly for making any transaction. One wants a strong bank to keep money safe and help in smooth transactions; not a local thug who mugs at the first chance "just because it's in schedule of charges". SoC is man-made. A bad policy can and must be changed by careful thought.
