This is one of the constituent units of the National School of Public Policy. It is dedicated to the in service training of Pakistani civil servants. Currently it only offers the Mid Career Management Course (MCMC), a requirement for promotion from grade 18 to 19. As most educated Pakistanis know the upper bureaucracy runs from grades 17 to 22. Training courses are a mandatory requirement for promotion until grade 21, after which grade 22 is "selection post" (aka politics). Unfortunately, like almost all government institutions in Pakistan, NIM Quetta is also severely underutilized. Currently it is only training about 50 officers every year. For that I estimate that there must be close to 100 staff and about 50 million rupees spent. This is a terrible cost benefit ratio. Only a poor country like ours can afford such mismanagement... And in top of it there are at least 20 things wrong with the room I'm staying in.
