NEED INFO ABOUT REFUND POLICY OF MY TICKET

I’d the Ticket of Qatar airways from SIALKOT to ISTANBUL but unfortunately because of weather changing my Covid Pcr test report is positive thats why i cant travel but the issuing agent is saying its so higher in Penalties kindly help me out of this i cant pay again for ticket Hope you will be respond on my request
